PROJECTS / NEWS / PHOTOGRAPHY: ph15 (ARGENTINA)

ph: photography – Drawing with light
15: the number assigned to identify the slum "Ciudad Oculta", or Hidden City, located in the edge of Buenos Aires.
ph15: a space where a group of kids are encouraged to express their personal views through the use of photography. In this workshop they explore who they are and what they feel.
..
Ph15 is formed by a group of photographers that believe in education through visual arts and using them as a mean of social inclusion.
..
The workshops offered by ph15 possess a completely innovative character, so much for the didactics of work as for being an experience that makes possible a space for integration, development of the identity and artistic expression for underserved youth.
..
The activities of the workshops are faced to the deployment of the photographic creativity. Through learning how to look and show the different realities of their lives, so much of individual form as a group, they learn to explore everything that surrounds them and to express themselves through their own personal view, with another perspective. Without ever leaving aside the search of the artistic quality, ph15 generates a space of formation of identity that helps to improve the social and cultural condition of the students. Ph15 uses the creative power of photography to open them an alternative route that transmits, in a practical and direct way, values and cultural referents that belong to them and are not imposed by others.
..
Ph15 helps the kids to appropriate the place in which they live, to discover new spaces through the fieldtrips organized by the Foundation, and to interact with what surrounds them. Through ph15 activities the students not only leave the neighborhood but also learn how to move around the city and know places where they usually don’t go or have no access.

Kenya: Technology And Youth to Drive Media Industry

Mwenda Wa Micheni
Nairobi

Fast-paced changes on the local television scene point to one thing- growth.

Players in the industry must rise to the occasion or miss out on the growth dividends looming in the horizon.

Recent studies show that television ownership in selected 40 countries, Kenya included, is set to grow at an average pace of 17 per cent annually.

The study, dubbed African Broadcast Markets and published by Balancing Act and InterMedia, found that growth of the radio is not only strong, but also more widespread geographically.

The drivers of all this, according to the report, are the youth segment and technological changes. The two factors are the key determinants of the decisions that TV players will make to shape the future of the industry. "A key demographic is the very young average age of these populations," says the report.

"We're like the farm team. This is the next batch of Steven Spielbergs and Soderberghs," said Todd Girouard, director of development and media relations for NFFTY (pronounced "nifty").

While he said audiences shouldn't expect the level of sophistication of big budget productions, they still should expect to be impressed.

EVENTS: Stranger Festival

Dear StrangerFestival partner and friend,

On Friday 4 July we host an expert meeting as part of StrangerFestival in Amsterdam’s Gashouder. The sessions at the meeting tackle the ways the new folk culture/user-generated video culture is having an impact on television, politics, culture, youth work and civil society. This meeting will be a gathering of some 150-200 experts from museums, local cultural organisations, commercial and public broadcasters, funders, policymakers, researchers, young people and journalists from all parts of Europe. We expect a lively discussion as through our network we already have people flying in from Greece to Helsinki and from Barcelona to Israel. So a good chance to make new friends and build partnerships.

The meeting will start with a presentation of the think tank DEMOS on the research the ECF has supported on the impact of user-generated video to the makers and to the political system (http://www.demos.co.uk/projects/childrenofeuropa/overview). Later during the day we will hear views from actors such as MTV and BBC.

We would love to hear from you and show what you can do. The first session is called Simply The Best where we want to present three outstanding ways of engaging young people with video. It can be the method you use, the tools you have developed, the group you work with, the beauty of the results or the long-term dedication in the project. We want to inspire the visitors to think outside the box, to see the diversity in the field in Europe and get new ideas for partnerships and projects and of course be amazed by the videos.

We are offering 2-3 organisations or individuals the chance to show their work. If you or your organisation is interested, please send a brief of a few paragraphs before Monday 24 March to tommi@eurocult.org describing:
- what did you do and where?
- who took part in the project?
- what results could you show at StrangerFestival?
- what could others learn from your project?
- what makes your work stand out?

If you are chosen for the presentation, the ECF will work together with you to make the presentation work. We are looking for ways to hear from one of the young participants what they got out of it and showing a set of examples from different parts of Europe. The ECF will support the travels and accommodation of the presenters to the festival. We are also open for suggestions from your circle.
Looking forward to hearing from you,

NEWS: UNICEF seeks media prominence for women, children (AFRICA)

UNICEF seeks media prominence for women, children
• Sunday, Mar 23, 2008

In a bid to make women and children the centrepiece of its activities in Africa particularly in Nigeria, the United Nations Emergency Fund (UNICEF), has called on media practitioners in the country to give prominence to issues concerning women and children.

The body gave the charge during a one-day zonal dialogue with journalists drawn from different media organisations organised by the UNICEF Enugu A-field in conjunction with the Akwa Ibom State government at Links Hotel, Owerri last Tuesday.

After painstakingly deliberating on issues of maternal mortality, child rights and the media, the participants rose from the meeting and expressed deep concern over the high morbidity and mortality rate of women and children in Africa especially in Nigeria, and advocated more collaborative effort by all stakeholders to reduce the rate so as to meet the Millennium Development Goals (MDGs) target of 2015.

They equally called on journalists and media organisations to give prominence to issues concerning the health of children and women.

WORKSHOPS / EVENTS: Dubai International Film Festival Workshop Series Draws To A Close With Cairo Session

Dubai International Film Festival Workshop Series Draws To A Close With Cairo Session

Oneminutesjr. Workshop Films Screened On WWW.Dubaifilmfest.Com

The Dubai International Film Festival (DIFF) today announced the conclusion of the successful ‘OneMinutesJr’ video production workshop for youth in Cairo, bringing to a close its three-session partnership with the United Nations Children’s Fund (UNICEF).

The workshops were supported by DIFF, and sessions were held in Mumbai, Dubai and Cairo by adolescent filmmakers. The resulting videos can be seen on the DIFF website (www.dubaifilmfest.com) on March 30, 2008.

The Cairo session, generously hosted by the Goethe Institute, took place 20-24 February, and drew 18 participants aged 12 to 19 from in and around Cairo to learn basic camera skills and create stories based on the theme “Daily Life.”

The participants were asked to develop ideas about things they see everyday, dreams and goals them have for themselves, and aspects of their lives. Alberto de Michele and Jennifer Petterson, two artists from Amsterdam who represent the One Minutes Foundation, taught the participants about story development and production skills, and helped the participants shoot and edit their one minute story.

Shivani Pandya, DIFF’s Managing Director, said: “the oneminutesjr workshops were an extension of our mandate to develop and nurture filmmaking talent across the region, and to reaffirm our social commitment. We were very pleased with the way the workshops were conducted, and we urge those who are interested in cinema as a platform for cross-cultural understanding to view the remarkable videos online.”

The final 18 films were shown at a screening at the Goethe Institute attended by parents, friends and the community, including members of the Egyptian Radio and Television Union.

Karen Cirillo, Executive Producer, Children’s Broadcasting Initiatives, UNICEF, commented on the OneMinutesJr. initiative: “Partnering with DIFF was an excellent opportunity for us to continue our expansion throughout the world. DIFF’s aim to expand the filmmaking community throughout the region dovetails with ours, which is to position film as the ideal instrument for young people to express themselves and to learn about each other through a universal visual language.”

DIFF has partnered with UNICEF in past festival editions; in 2006, the film Invisible Children, produced by the World Health Organization and UNICEF, was screened as part of a fundraiser, where all proceeds were donated to UNICEF.

DIFF 2008 will take place from December 11 to 18, 2008.

PROJECTS / TV / ANIMATION: TV cartoon in Kyrgyzstan promotes educational messages (KYRGYZSTAN)

TV cartoon in Kyrgyzstan promotes educational messages

Bishkek, Kyrgyzstan, March 11, 2008 - The national TV channel in Kyrgyzstan has created an educational TV programme with the help of UNICEF. For more than two years a cartoon has been broadcast that tackles public health issues such as healthy diets and flu prevention.  But the cartoon heroes also give useful advice on important issues for children, such as what are you supposed to do when you break your grandmother’s cup?

Seven-years-old Nurbolot Djamangulov got a new brother a few months ago. When the baby was newly born, the whole family discussed what name to give him. Then Nurbolot said: “Let’s give my brother the name Aktan, because he is clever, strong and all the children in the village love him.” And so the baby was named Aktan.

Aktan is the hero in the TV animation programme called `Magic Journey` that has been broadcast for a second year by the National TV Channel, with UNICEF support. Atkan and friends travel, have adventures and solve problems.

AWARDS / ICDB: UNICEF call for entries for children broadcasting awards

UNICEF call for entries for children broadcasting awards

NEW YORK, 10 March 2007 -  UNICEF today called for entries from broadcasters for the 2008 International Children’s Day of Broadcasting Awards.  The ICDB Awards will go to the radio and television broadcasters whose programming best reflects the 2007 International Children’s Day of Broadcasting theme, The World We Want, and who demonstrate an overall dedication to youth participation in media.

To be eligible for the ICDB Award, broadcasts must have taken place on or around Sunday, 9 December 2007 in conjunction with the 2007 International Children’s Day of Broadcasting.  The deadline for entries is 16 May 2008. More information and entry forms can be found at www.unicef.org/icdb.

To encourage youth participation in media throughout the year, judges not only consider the quality of the work, but also the commitment broadcasters make to engaging with youth on an ongoing basis.

"It is very important to create opportunities for young people to express themselves,” said Stephen Cassidy, chief of UNICEF’s Internet, Broadcast and Image Section.  “We want to honor broadcasters around the world that have made these opportunities possible.”

The ICDB Award regional judging will take place in UNICEF’s 8 regions. Entries are due to UNICEF’s regional offices by May 16, 2008. The top-scoring entries in each region will compete for the ICDB Award, to be presented in New York.

Information about regional judging and entry forms are now available at www.unicef.org/icdb.

Last year, the ICDB Awards went to National Broadcasting of Thailand (NBT), ONUCI FM and Radio Mozambique.  NBT won for their program “From South to North, From East to West, Thailand ICDB-Unite for Children, Unite Against Aids, ” produced by Thai Youth News Center Association.  NBT was one of 6 regional ICDB prize winners, in addition to TV Cultura (Brazil), Gambia Radio and Television Services (Gambia), ZDF (Germany), Citizen TV (Kenya) and Syrian Satellite TV (Syria).  ONUCI FM and Radio Mozambique shared the first ICDB Award for Radio Excellence for their programs “ICDB Special” and “Child to Child Radio Programme” respectively.
Established in 1991, the International Children’s Day of Broadcasting encourages broadcasters to produce programming by, with and for children.

Ethiopian giraffe captures children's hearts

ADDIS ABABA, Ethiopia
11 February 2007 (BWNS)

The marriage of a local schoolteacher and an American software developer has resulted in the birth of a young giraffe that has captured the imagination of children in Ethiopia.

Tsehai, a hand puppet and star of a new television show in the Amharic language, is the brain-child of Bruktawit and Shane Etzenhouser.

Styled after classic children's programs like "Sesame Street," "Tsehai Loves Learning" is designed to help youngsters with reading and also develop other skills, including interacting responsibly with the environment. Indeed, the curious and adventurous Tsehai lives in a world of computer graphics fashioned to resemble the Ethiopian outdoors.

"The show is performing well so far," said Seifu Seyoum, head of program services for ETV, the national TV station. "I myself have two children, and every morning they want to watch Tsehai. There are many children and parents who like this show."

COMPETITIONS / GRANTS: Tingim Yut Kompetisen 2007 Launched (PNG)

Tingim Yut Kompetisen 2007 Launched

Port Moresby, November 27, 2007 – The Tingim Yut Kompetisen 2007 will be launched at the Koroboro International School today. Youth groups and community organisations are encouraged to participate and submit their innovative proposals for community projects from all around PNG.

The Tingim Yut Kopetisen held last year received a record number of 820 proposals from around the country. The theme of this year’s Kopetisen is “Kamapim Komuniti”. The Tingim Yut Kompetisen is a nationwide search aimed at finding and funding innovative projects for the benefit of PNG’s young people.

It is an initiative of the World Bank in partnership with Air Niugini, Bank South Pacific, Coral Sea Hotels, Digicell, Divine Word University, NASFUND, Pacific Enterprise Development Facility, Koroboro International School, and the French Alliance.

The main objectives of the competition are to identify workable, ground-level ideas that will help address PNG’s key development issues and to assist small organizations to develop proposals and seek funding. The competitive process will identify local innovators and provide donors with potentially new avenues to work effectively at the grassroots. Ideas that work well will be publicized and may serve as successful models for use elsewhere.

The Tingim Yut Kopetisen assessment process will include workshops to assist the finalists to fully develop their proposals. Through these workshops finalists will be encouraged to develop their skills in budgeting, project management, monitoring and evaluation etc.  There will also be displays of innovative ventures by young people who are already doing something within the community in Papua New Guinea.

A youth representative will also be a guest speaker talking about their experience as youth entrepreneurs . Proposals to be submitted to the World Bank and the closing date for submission of proposals will be Feb 29, 2008. The assessment of the submissions will take place in April 2008 with winning groups to be announced end of the month.

These groups will then be asked to nominate one person to attend a workshop at Divine Word University in Madang to develop more detailed proposals and learn about project planning and implementation. In early May 2008, a representative from all finalist groups will be brought to Port Moresby where they will display their project ideas at a public forum.

On the Award Day, a panel of distinguished Papua New Guineans will decide and announce the winners. Winning groups will have their projects funded for 12 months. To be eligible for consideration, recognized youth or community groups have to find partnering organizations then submit application that answers a set of questions about their project plans.

EVENTS: Second European congress on media literacy in 2009

Second European congress on media literacy in 2009 (Euromeduc)

In 2004, a European congress gathered the actors of media literacy in Belfast.
To pursue this process of exchange and reflection, the Euromeduc project organises a second European congress. Three thematic seminars prepare this congress. The Euromeduc project is led in close partnership with the European network Euromedialiteracy.

Led by four partners (Média Animation, the CLEMI, Zaffiria and the University of Algarve), Euromeduc implements a mechanism of exchange that gathers researchers, experts, educational managers and representatives of associations, as well as practitioners and specialists of European and extra-European media literacy. The aim is to promote the reflection on the implementation of media literacy from school right to the structures of continuous education, and to highlight the results.

Three specialised European seminars
The seminars will take place from June 2008 to February 2009 and will focus on three themes:

- Media production by young people and media literacy (Paris, 30 June – 2 July 2008)
- Lifelong Media Learning : innovative practices outside school (Brussels, 17-19 November 2008)
- Media literacy and appropriation of Internet by young people (Faro, 16-19 February 2009)

The seminars will analyse the European studies and programmes concerned. They will gather a maximum of 40 participants selected on the basis of their expertise and involvement in the theme under discussion. A system of grant will allow for financing the participation of small structures and practitioners. Each seminar will lead to the publication of a report to disseminate its result.

A European media literacy congress in Italy (Bellaria Igea Marina - Rimini, 13-16 May 2009)

The results of the three seminars will be used during a three-day congress that will address a wide audience (200 to 300 participants). A publication will include the conclusions and recommendations of the congress.

NEWS: 'Children are switching off television to read'

'Children are switching off television to read'

By Aislinn Simpson
Last Updated: 1:38am GMT 07/03/2008

Children are switching off the television in favour of books and cartoon strips, a major poll of the young's reading habits has found.

The research, which coincides with World Book Day, shows that 45 per cent of 11-year-olds would now prefer to read rather than sit in front of the television, compared with 38 per cent of children four years ago.

A total of 4,500 nine and 11-year-olds in 61 UK schools took part in the survey by the National Foundation for Educational Research, which revealed that although the number of children enjoying reading has dropped in the past decade, the dramatic decline between 1998 and 2003 has at least been halted.

INTERVIEWS: Dr. Michael Levine On Children in the Digital Age

Dr. Michael Levine On Children in the Digital Age
March 4th, 2008

The Joan Ganz Cooney Center takes children’s programming very seriously. Whether it’s going back to its roots where Sesame Street paved the way in children’s programming, or whether it’s in the research showing how to best educate our children, the people at the Joan Ganz Cooney Center show that they not only have smarts, they really care. The Center’s Executive Director, Michael Levine, PhD, took a few minutes to share with us the impact of media in this digital age, especially in regards to their research in “D is for Digital.”

CP: According to the press release, a major part of the Joan Ganz Cooney Center will be to see how interactive technologies can be utilized to help accelerate children’s learning. In your opinion, are we going to hit a point soon where children who do not have access to the technology in their pre-school years will be at a disadvantage. Please explain why this is an issue or not.

ML: Children in the pre-school years will, over time, like their older peers, be influenced deeply by the ubiquity of interactive technologies in their homes and communities. Whether it is how they will learn their first letters, or math concepts, or be introduced to relatives living in remote places around the globe, most children will begin to listen, talk, and learn in a new media environment beginning shortly after they are born. That does not mean, however, that pre-school youngsters who have limited access to technology will be disadvantaged in any fundamental way, so long as they have the basic elements to grow and develop the affinity for learning all that the world will one day offer. Young children today need the loving support of their parents and caregivers, consistent relationships of intense love and practical support, and the ability to explore diverse types of safe experiences with regularity and purpose.

ARTICLES: No kid stuff this (INDIA)

No kid stuff this

5 Mar 2008

Attack!" the battle cry resonates... a bunch of kids are busy playing their favourite game, bringing to life characters of the popular children's television show Power Rangers.

Imaginary swords and other fancy gadgets come into play as kids don the role of their favourite ranger, mouth dialogues and strike martial art poses. You know it's a make-believe world, but it begins to alarm you — are they learning violence the play way, even if the characters are well-intended super heroes out on a mission to save the world?

(...)

Censorship?
Is censorship the answer, considering that the Minister of Women and Child Development, Renuka Chowdhury is also recommending censorship? The answer we get is a surprising 'No'. Film critic GLN Reddy says, "What's a Hindu mythological animated series without the battle scenes? The 'soft core' violence in some cartoons is something which parents themselves love to watch. Besides what's the point of censoring TV shows, when children have easy access to the internet?"

NEWS / MOBILE TECHNOLOGY / PROTECTION: Call to protect kids from mobile content (UK)

Call to protect kids from mobile content

Mobile operators today called on parliament to tighten up guidelines to prevent children accessing unsuitable websites and using their phones for bullying.

Representatives from the leading mobile phone companies also told MPs that handset manufacturers could do more to protect children from potentially harmful internet content they can receive on their phones.

Giving evidence at a Commons culture, media and sport select committee, industry executives said they could only offer voluntary filters on handsets to keep out the kind of content that might cause parents alarm but which may not actually be illegal.

"What should come out of these discussions and policy development is some really firm guidance, even to the point where there's clear legislation, as to what is deemed to be harmful and should not be made available," said Hamish MacLeod, the chair of the Mobile Broadband Group, which represents all five of the UK's network operators.

Media regulation needed to help parenting

By Tom Lloyd - Children & Young People Now
29 February 2008

More safe places and better media regulation are needed to help parents bring up their children, a study has concluded.

The report, which was produced for the Department for Children, Schools and Families, found that parents struggle to balance the need for children to have freedom with concerns about their safety.

Parents felt that they could not allow their children the freedom they had enjoyed as children without putting their offspring at risk of harm or negative influences. They were also concerned that popular culture is potentially damaging.
